Fair use rationale for Tropical Storm Odette (2003)
I believe this is Fair use, as it's from the World Meteorological Organization Final Report for the 2003 Atlantic hurricane season. In addition, it is low resolution, and it helps display flooding caused by Odette in the Dominican Republic, something no other free image does.
