Marking it as INVALID and taking the utf8 keyword off it, it's a problem with
your setup, not the software or the commons, I was able to upload a file to the
commons with the name you specified didn't work (永.jpeg), here's a dump of the
raw data going from my computer to the commons webserver as I did that:

If you're going to re-open this please provide a raw dump of the network flow
between your computer and the commons.
